Licensing for public administration

The entire public administration sector in Norway – local, regional and governmental – is covered by collective licensing agreements with Kopinor.

The agreements make it possible for public institutions to copy, print and use copyrighted works legally in their daily work.

State administration

The state administration, including the Armed Forces, the courts and the Storting, is covered by a central collective licensing agreement.

What the licence allows

A Kopinor licence may allow public institutions to:

  • make photocopies from books, newspapers, journals and magazines
  • scan printed material
  • make printouts and digital copies
  • store and share material internally
  • use copyrighted works as part of administrative work

The scope of use depends on the relevant agreement.
