Agreements with the National Library of Norway
Kopinor has entered into several agreements with the National Library of Norway that make copyrighted works available for research, study, preservation and innovation, while ensuring remuneration to authors, publishers and other rightsholders.
Bookshelf agreement
The Bookshelf agreement allows the National Library to make digitised Norwegian books published up to and including 2005 available online to users with a Norwegian IP address.
The agreement is based on the Extended Collective Licence and ensures that rightsholders receive remuneration for the use of their works. Books remain available for online reading but cannot be downloaded or printed unless otherwise permitted.

Agreement on newspaper content for AI
Kopinor has entered into an agreement with the National Library on behalf of the Norwegian Media Businesses’ Association regarding the use of Norwegian newspaper content for the development of artificial intelligence.
The agreement allows newspaper content that is more than one year old to be used for developing Norwegian and Sami language models. It is the first agreement of its kind internationally and ensures that rightsholders receive remuneration for this use.

Digital document delivery for libraries
A separate agreement allows public libraries to supply digital copies of individual articles or short extracts from copyrighted works in response to specific requests.
The service is limited to research and private study and does not include newspapers, sheet music or material originally published in digital form.
