Kopinor enters into licensing agreements on behalf of Norwegian and foreign rightsholders.
After the deduction of management fees, the remuneration collected is distributed to rightsholders in Norway and abroad.
Kopinor distributes remuneration in accordance with the internal rules set by the Council of Representatives. How the remuneration is distributed depends on whether the individual rightsholders and works can be identified.
When individual rightsholders cannot be identified, the remuneration is distributed collectively through Kopinor’s member organisations.
The distribution is based on agreements and data about the types of works that have been copied and used.

When information about the works and rightsholders is available, Kopinor distributes the remuneration directly to individual rightsholders.
This includes remuneration from public exams, accessible literature, the National Library, Bolk and Skaff, and some remuneration received from abroad.

Remuneration collected for foreign rightsholders is transferred to copyright organisations in other countries in accordance with bilateral agreements.
Remuneration collected for Sámi rightsholders is transferred to Sámikopiija under a separate agreement.

Through agreements with copyright organisations in other countries, Kopinor represents foreign rightsholders in Norway and Norwegian rightsholders abroad. These agreements enable remuneration to be distributed across national borders.
